The Town of Tiverton is suspending the required use of pay as you throw trash bags for the holiday week of December 26, through 30th.
Residents should continue to recycle cardboard and Christmas gift wrappings.

Regular Meeting Minutes

· David Dimaio and Joseph Vinagro of Patriot Disposal met with committee to discuss extension of existing contract. David explained how Patriot has worked with town and made financial adjustments in contract to fit within town budget. He made recommendation that town maintain status quo for life of contract or until closure of landfill and then determine direction town elects to go (direct haul , or transfer station) and adjust contract language going forward in bid for new contract.
· Committee discussed the effects that Single Stream Recycling (April 2012) might potentially have on contract. David commented that pickups would remain the same and that Patriot would most likely incur more runs to Johnston (rirrc) and absorb the added cost.
· Mr. Berlucchi brought up the idea of the town adopting the large totes for recycling and having Patriot pay for the totes over the life of contract. David responded to the idea of patriot purchasing totes for the town in that it would best be done in new contract. Discussion proceeded to evaluate the pros and the cons of the town moving to large totes.
· Mr. Lambert suggested that we allow residents to decide which bins they would prefer to use. Mr. Berlucchi offered that potential grant monies may be available to start pilot program to gauge the interest in using the larger totes.
· Mr. Berlucchi made motion to recommend extending 5 year contract to Patriot Disposal for trash and recycling pickup. Three voting members approve extending contract. Deborah Dupont, Steven Rys , Steve Berlucchi
· Pare Engineering will be at next meeting
· Meeting minutes approved for 8/25 meeting with minor changes.
· Mr. Rys stated the recycling totals for August at 178 tons. The number for August 2010 was 158 tons.

These items can cause equipment damage and serious injury, as well as lost time repairing equipment at the recycling facilitates in Johnston.

Residents are reminded that they can bring scrap metal to the landfill for proper disposal.

Plastic Bag recycling

You can bring all of your plastic bags, regardless of where they came from, to any ReStore container. You can find ReStore containers in most RI supermarkets, big-box retailers, and pharmacies.

With the exception of Saran wrap (which is made of PVC, and is NOT accepted), a good rule of thumb for determining which materials are accepted in the ReStore Program is to try stretching the plastic with your thumb. If it's easy, it's in. The following are major examples of what is accepted in ReStore containers. These need to be clean and dry:

Paper towel and toilet paper overwrap

Pay as you Throw Trash bags for Tiverton

The Town of Tiverton is in the final stage of implementing a Pay As You Throw program. At the March 28, meeting the Town Council will be asked to approve a contract for Waste Zero to manufacture the bags and distribute them to local establishments for residents to purchase. The bags will be maroon with white lettering and include the town insignia.

30-gallon bag will cost residents $2 and a 15-gallon bag can be purchased for a $1. The agreement is for 3 years with an option for a 3-year extension.

The committee hopes the program can begin 30 to 45 days after approval.

Christmas recycling notice

A reminder that many Christmas wrapping papers are recyclable along with all those cardboard boxes that presents are packaged in. Please spent some time to break down those boxes and place in or near your green bin recycling container on your normal trash collection day. A new cardboard collection policy change requires that all cardboard be no larger than 2 '1/2 feet wide x 2 '1/2 feet high.The reason for this change is to allow for this material to fit in the recycling trucks cardboard chute. Recycling cardboard saves enormous amount of space at the landfill. Another option for recycling large amount of cardboard is bring it to the landfill cardboard recycling container during normal business hours.

CHRISTMAS TREE RECYCLING PROGRAM

The Tiverton Public Works will collect Christmas trees during the weeks of January 3^rd

through 7^th and January 10^th through January 14^th. Tiverton residents are asked to place their discarded Christmas trees curbside, adjacent to their trash, on the same day as the normal trash collection. The trees must not be in any form of plastic bag, and should be reasonably free of tinsel and decorations. The Christmas trees will be mulched by a chipper as collected. The resultant mulch will be made available free to Tiverton residents at the entrance to the landfill, during normal operating hours.

Christmas trees not collected during these special collection periods, will not be picked up unless cut and tied for collection with trash. Christmas trees may be dropped off at the Tiverton landfill on Main Road during normal Landfill operating hours.

1. Minutes of the 11/19 meeting approved

2. Update on Payt. Committee reviewed ordinance amendment approved by Town Council 1/25/10 Section 66-50 Adoption of regulations for Pay as you throw Section 66-51 Definitions 100% of said fee , less administration expenses, shall go into restricted account of landfill closure fund.

3. No bin No Barrel report Mr. Berlucci supplied information from RIRRC for Tiverton ‘s recycling receipts over the past 13 months. Since No bin No barrel implementation over the last three months a total of 441 tons of recyclables were collected. In comparison, the total over the same period in 2008 was 389 ton an increase of 13% since the program began.
4. Commercial Recycling Mr. Berlucci outlined a plan that would allow commercial businesses to piggyback on the towns recycling program. The plan would build a cooperative between businesses and the town in order to lower the cost of trash disposal for businesses and increase the towns recycling rate.
5. Landfill updates Mr. Berlucci presented a Pare Report on the life of the landfill from latest survey (Jan.2010) there is approximately 73,000 cy of air space remaining beneath the landfill cap. Over the last couple of years, the town has been filling at a rate of approximately 15,000 to 18,000 cy per year. At that rate, the remaining life of the landfill is approximately 4 to 5 years. The closing date is between Jan. (2014) and Jan. (2015). RIRRC has issued new municipal solid waste caps for FY2010. The town of Tiverton rate dropped from the current 5743 tons to 5210. While this number has no significants at this time, it will play a major role when our current landfill closes and the town begins to utilize RIRRC landfill. Any municipalities that exceed there caps will see an increase from $32 ton to $58 ton in tipping fees for every ton over the cap.
6. New Business Discussion on formulating a RFP for PATY services.( Bags, administer program) Mr. Berlucci will follow up
7. Comments Mr. Lambert received information from Town Treasurer that landfill closure account will accrue a $106,000 dividend this year. Mr. Lambert suggested committee develop brochure with recycling information and outline changes to trash program.
8. Comments Mr. Hart would like committee to investigate the Industrial park as site for future transfer station. Mr. Lambert will contact Economic development committee to explore feasibility. Mr. Fernandes added that a transfer station is an expensive proposition for the town to undertake.
9. Comments Mr. Rys asked Mr. Berlucci about latest information on RIRRC plans to expand recycling (no. 3 to 7 plastics) and single stream recycling. Mr. Berlucci stated that any plans to expand program have been pushed back to at least 2014.

recreational area recycling update

The recycling committee has reached out to a number of leagues in town to encourage more recycling at recreational areas. Over the past couple of years, the committee has been increasing its recycling capabilities as funding has allowed. We anticipate bringing recycling containers to the new improved Bulgarmarsh field over the next season. This should complete our coverage of recreational areas in town.

This past year, we collected over 80 55- gallon bags of bottles and cans and at roughly 25 lbs per bag that translates to nearly a ton of material that was diverted from the landfill.

By having recycling available at recreational areas and with the support of league officials and coaches to encourage recycling we our setting an example to our youngsters of the importance of recycling that will not only promote more recycling in community but also at home.

3. Mr.Berlucci notified committee that since NO BIN NO BARREL was approved residents have purchased over 900 recycling bins.
4. It was also noted by Mr. Berlucci that Patriot Disposal the Town contracted solid waste hauler was responsible for printing and mailing cost of the yellow notification post cards that were sent to each residence, which amounted to $1700 dollars.
5. Councilor Lambert passed out a rough draft of the proposal for PAYT for committee review. The committee discussed and approved a number of changes and agreed to pass the proposal to town council for review. It was noted that as each month passes the town loses 60k in potential revenue by delaying implementation of this program.
6. Mr. Hart began discussion on the possibility of the town developing a transfer station for future trash needs. He would like the town to look into the cost of privatizing of the transfer station. After some discussion, the committee agreed to table the matter to a future date.

Recycling Committee makes changes to PAYT proposal

During the committees August meeting discussion concluded in the vote to change the committees proposal from a sticker to a bag program. The cost for a 33 gallon bag will be $2.00 and a $1.00 for 15 gallon bag. The primary reason for the change is to utilize the capabilities of Waste Zero as our vendor to supply and distribute bags. Waste Zero will set up the distribution network with local stores and collect and maintain accounts. Another factor was the $1.00 dollar charge for the small bag which some members felt was a good compromise for residents on fixed incomes. We also received more positive response for the bag option from residents than the sticker option.

The committee has been busy over the summer.The Tiverton Town Council on Aug 24, approved the committees proposal for a NO BIN NO BARREL policy which will require all residents to place both recycling bins curbside for trash pickup. The following are recommendations to encourage residents to recycle more, to help alleviate abusive illegal use of the landfill, to lengthen the time the landfill is available to Tiverton homeowners and to provide funding for estimated landfill closure in 2015.

The Recycling/landfill Committee unanimously recommends the following changes to the Tiverton Solid Waste Disposal program.

· Recommend each residence put out both a green and blue bin with rubbish for a weekly collection or their rubbish will not be picked up. If additional bins are needed, they will available at the DPW garage or a trash barrel labeled with a recycle sticker supplied by the town may be used if separated from regular trash.

· Require use of standard 32-gallon container for rubbish.

· Require $2.00 sticker be applied to the top bag of rubbish in each barrel dropped off at landfill.

· Require $2.00 sticker be applied to top bag of rubbish in each barrel pick up curbside.

· Recommend all revenue from sticker program, less expense of stickers be deposited in the reserved landfill closure account

Spring Curbside Yardwaste Collection

A spring curbside yard waste collection will be held during the week of May 4, -8 on residents regular trash day. No plastic bags. All yard waste should be in biodegradable paper bags or in approved trash barrels and must be placed curbside by 6:00am. Brush and branches not exceeding 3" in diameter by 4' in length, to be tied in bundles not to exceed 40 pounds.Yard waste that is left curbside, which does not meet these requirements, will not be collected. Tiverton's Ranger School Honored as Top Recycling School

The RI Schools recycling Club recognized Tiverton's Ranger School at an awards presentation at the RI State House on Friday,November 14th.The school was awarded a certificate of achievement for outstanding recycling effort at the ceremony.Following the ceremony,students were given a tour of the state house.Third grade teachers,Mrs.Truver,Mrs.Tavares and Mrs.Souza attended with there classes.
Special Recognition to head custodian Mr.Billy White who accepted the certificate and Senate Citation on behalf of the school.He has been the driving force behind the recycling effort

The collections will take place at the Tiverton landfill during regular operating hours. Residents will be directed to a special collection area to deposit items such as cell phones,laptops,keyboards,telephones,monitors,printers,cartridges,

Receational field recycling

The recycling committee for past two years has been maintaining recycling containers at the various ball fields in town.We started a pilot program last year with a couple of bins at town farm recreation area and have encompassed Pocassett and south field this year.This past year we have collected over a half a ton of plastic bottles and cans for recycling that would otherwise end up in the landfill.
The committee would like to thank the officials at the Independent baseball league for a exceptional job of recycling at Pocassett field.
We also would like to thank the Tiverton little league for there support in encouraging recycling to our little ones at the ball fields.
There is still a need for more recycling containers at our recreational areas.
The committee has spend its resources to start this program our budget has been cut in half this year due to financial restrains of the town so the committee is looking for sponsors to expand this program in the future.If you would like to sponsor a recycling container at a recreational field please call Steven Rys at 401-624-8860 for more information.

Recycling revenue for Tiverton

The town of Tiverton received great news the other day from RI Resource Recovery as the agency notified the town would be receiving a check for 43,581 dollars.
This money is the towns share of the profits from the sale of recycling materials that RIRRC is sharing with each community in RI.

It should be noted that these monies were obtained through the efforts of Rep.John Loughlin and recycling committee who petitioned the agency to include the town in the Recycling Participation Grant Awards.
This is first compensation the town has received from the agency for its recyclables.
In past years,the town has not been considered to be a participant in the agencies grant programs due to the fact we operate our own landfill.
The agencies grant program was based on trash to recycling percentage and since the town never tipped trash in agencies Johnston landfill we never qualified for the money.

The month of July is the beginning of a new fiscal year and the need to take care of a few housekeeping matters.
I would like to thank the Tiverton Town Council for their support and for the recent reappointment of two members of recycling committee,Deborah Dupont and Steven Rys.Along with members Rachel Melo and Cheri Olf comprise the committee at present.

Town Council Watch

New this month is a link to town council meetings with a video live feed. Generally town council meeting are scheduled for the second and fourth Mondays of each month at 7pm. From time to time workshops will also be video streamed. While technology is improving everyday live video feeds are not bullet proof and occasional difficulties will occur.With that, this service is free with no cost to residents. A taped version will air on patv channel 18 cox cable on Tuesday at 8pm following a regular scheduled Monday meeting.Check schedule on channel 17 cox for playback time.

At least 301 registered voters are needed to be in attendance for the meeting to be called to order.

Recycling compact fluorescent light bulbs

How should people properly dispose of compact fluorescents light bulbs which contain tiny pieces of toxic mercury?The RI Resource Recovery recommends that the bulbs be discarded at agency's regular Eco-Depot collections of computers and household hazardous wastes. The agency says the bulbs are sent to a recycler that removes the mercury and recycles the glass. People need to make appointment to stop by. Call (401) 942-1430, ext. 241 or sign up online by going to www.rirrc.org
The Eco-Depot will accept computers, cell phones, poisons, chemicals, cleaners, oil-based paints, and propane bottles.
